RACINE TAXPAYERS ASSOCIATION FORUM RULES More than two candidates
Rule 1. EACH CANDIDATE WILL RECEIVE THE SAME NUMBER OF QUESTIONS.
Rule 2. EACH CANDIDATE WILL BE REQUESTED TO ADDRESS EVERY QUESTION.
Rule 3. ALL CANDIDATES WILL HAVE AN EQUAL AMOUNT OF TIME OFFERED TO THEM TO ADDRESS THE AUDIENCE. This does not apply to every question, but in the total time available in the conduct the forum.
Rule 4. POSITIONS OF CANDIDATES AT THE FRONT TABLES IS ESTABLISHED BY LOT. This will be changed only if there is a more logical way to seat the candidates.
Rule 5. NO PERSONAL QUESTIONS WILL BE USED. Questions of a personal nature to one candidate cannot be addressed fairly by other candidates, so they cannot be used. (This rule makes Rule 3 possible.)
Rule 6. CANDIDATES MUST ADHERE TO THE TIME LIMITS AS EXPLAINED IN THE "FORMAT LETTER." The moderator will remind the timer and candidate when it is his turn to speak.
Rules 8. QUESTIONS FROM THE AUDIENCE MUST BE WRITTEN DOWN. Questions will not be taken verbally. That often leads to speeches from attendees for which we do not have time.
Rule 7. CANDIDATES MAY ASK QUESTIONS. Such questions will be taken in the same manner we take questions from the audience, i.e., write them down and hand them to the screener.
Rule 8. QUESTIONS THAT CAN BE ANSWERED "YES" OR "NO" ARE PREFERRED. Open ended questions such as "How will you improve conditions?" will be resisted as they cannot be answered reasonably within the short time limits allowed to answer a question.
THE SCREENER WILL PICK THE QUESTIONS TO BE ADDRESSED. Generally those
topics that get sent to the screener the most often get addressed first.
QUESTIONS GENERALLY ARE TAKEN FIRST FROM THOSE POSED BY THE AUDIENCE. If we have time, then those coming from the Racine Taxpayers Association Board of Directors will be taken up.
CANDIDATES MAY PUT THEIR CAMPAIGN LITERATURE ON THE TABLE PROVIDED FOR CAMPAIGN LITERATURE.
